Addis Ababa, Ethiopia, March 16 - 18, 1992. Designed and led seminar attended by government officials and journalists, lawyers, people interested in starting private media and human rights advocates. Advised Ethiopians drafting alternative press law proposal, resolution urging government to improve government media and encourage private media development.
